Release SPOOL tokens from the treasury for listing purposes on Arbitrum.

Proposal :mailbox:

Allow for SPOOL tokens worth $15000 from the treasury as paired incentives for the new DEX liquidity on the Arbitrum One chain.

Motivation :fire:

After the Spool DAO already set up the protocol on Arbitrum it is now time to bring the token into the equation as well. To ensure a swift adoption from Arbitrum users the aforementioned SPOOL tokens will be used as incentive rewards to bring even more users to Spool.

With “Yes” you vote to unlock SPOOL for incentives on Arbitrum, with “No” you vote against distributing any incentives.
